Syrian government forces and their allies committed war crimes and crimes against humanity in the ferocious battle for rebel-held suburbs of Damascus, U.N. investigators said on Wednesday, citing the starvation of civilians and indiscriminate bombardment that may have included repeated use of chemical weapons.
